Add `add-log-current-defun-function's for CSS and HTML mode.

* textmodes/css-mode.el (css-current-defun-name): New function.
(css-mode): Use it.

* textmodes/sgml-mode.el (html-current-defun-name): New function.
(html-mode): Use it.
